Domestic science: to die, to sleep and dream …

The situation in the domestic science is difficult to describe otherwise than disastrous. The State, in words advocating science, scientists put in an environment in which it is impossible for a productive research.

Surprisingly, there is not so much because of lack of funds, though they and small, but because of the “disinterested” bureaucracy, whose purpose - to control that scientists have not been stolen or squandered not allocated money to them.

I’ll try to briefly summarize the existing problems.

1. Most of the time, scientists do not go for research and for making all sorts of pseudo-scientific documents. First of all, this is an application for funding and reporting on them in terms of not conceding doctoral dissertations. Most of these documents are formal and empty, but accompanied by stringent requirements for the form of information presentation. Multiply this by the fact that only one of several written requests, receives funding theses.

2. Restrictions on spending, are a significant factor of inefficiency. The money strictly regulated by object of expenditure and time. As a result, very often the scientist can not spend money on something that is needed and when needed. He is forced to buy in store that can go wrong or not needed. The procedure itself is painful and spending vremezatratna even in the base case, ie without the law FZ-94.

3. The actual loss of efficiency is much higher than the proportion of time spent on paper. Science - highly competitive environment, and to remain at the forefront of the scientist requires maximum concentration. When most of the time spent on paper, just not enough time and energy to focus on the problem, read the literature, to consider options for the experiments. Bureaucracy poisons the atmosphere of scientific inquiry and discourage any desire to pursue science, science rejects from the youth. Falls not so much quantity as the level and quality of work. Instead of articles in Nature the article in the Journal Urjupinsk University. But only the article levels of Nature determine the development of science. Judging by the ability to make fundamental, groundbreaking work, I believe (and I’m not alone) that even 10-fold loss of individual performance is not an exaggerated estimate. By the number of such works, our “great” country so inferior even dwarfs, like Israel or Switzerland.

4. Further, and very significant cause of inefficiency lies in the fact that most scientists actually working gets only a tiny fraction of the total pie of funding. The greater part goes to the next destination. (1) scientific clans that have administrative resources. They can even make relatively good science, but get this disproportionate funding, which often can not effectively digest (2) unscrupulous scientists, for whom the main thing - to get funding and report back.
